As a workaround, in order to open again the quest to-do list for the 1st year anniversary, you have to click on the Sandwich Board, like the image shown below:

We've heard that some of our fellow Chef's were not able to open their 1st year anniversary goal after closing the 7 days of Birthday Surprise window.
